NN focuses on the microstructure of human brain, it processes pattern information through the complicated interconnection of large quantities of neurons and parallel distribution of information. This paper is a part of the project，applying neural network and vector quantization (VQ) in color image compressing and coding，which is supported by the Ministry of Post and Telecommunication.
